Blue Rose Consulting Group Now Distributes Neurova Academy

Neurova Academy now reaches military units, federal agencies, and behavioral health organizations through a partner. Blue Rose Consulting Group, a certified HUBZone and service-disabled veteran-owned small business in Manassas, Virginia, distributes the program. Blue Rose sells it, contracts for it, delivers it, and sustains it in the field. Neurova Labs builds it.

We announced the partnership on September 18. This page sets out the mechanics underneath it.

Blue Rose Consulting Group, in their own words

Blue Rose Consulting Group, Inc. describes itself as a qualified service-disabled veteran-owned and HUBZone small business whose consultants have provided management, people advisory, and IT solutions to global commercial and public sector organizations. Chief Executive Officer Todd A. Weiler and Chief Operating Officer David Savage lead the company. Its stated commitment is to help service members and their families establish a second chapter of their lives, and its behavioral health work carries a line we think is the right one for this category: build a mentally resilient America, one community at a time.

The firm runs four service lines: management and people advisory, information technology, program solutions, and behavioral health and wellness. The fourth one is where Neurova Labs sits.

The behavioral health line, and the clinician network already running the program

Blue Rose's behavioral health and wellness practice delivers counseling, crisis intervention, and community programs to first responders, children, school staff, military members and their families, and local communities. It runs Military Family Life Counseling work and a Mississippi National Guard employment outreach program, and it recruits licensed clinicians into its own network.

That clinician network is the first place Neurova Academy went inside Blue Rose. Clinicians who already carry a caseload get a structure they can assign into the days between sessions, which is the part of a client's week nobody has a plan for.

Neurova Academy is a facilitator-led general wellness and cognitive training program designed to support focus, stress regulation, and mental endurance. A cycle runs five consecutive days. Day one covers orientation, and the four session days that follow run one session a day of about thirty minutes, with a participant standing in roughly a square meter of space. It runs offline, it needs no clinical infrastructure, and it collects no personally identifiable information in normal use.

One agreement, four things delivered

A buyer signs once with Blue Rose and receives four components. The point of the single agreement is that a program office does not assemble this from four vendors.

  • Neurova Academy, the training program. Built by Neurova Labs, delivered by Blue Rose, and run on site by a certified facilitator the organization already employs.

  • Licensed clinician access, through Blue Rose's own clinician network.

  • Facilitator training and certification, delivered remotely using curriculum from Neurova Labs, and held by the staff member who earns it.

  • An optional biomarker panel, run by iXpressGenes, a CLIA-certified and CAP-accredited laboratory, from a standard blood draw at the start and end of a cycle.

The iXpressGenes CoreSignals Panel reads 22 markers of RNA gene expression from whole blood, and it is designed to track inflammatory and immune signals associated with stress and recovery. It is not used to diagnose any condition. Our measurement page sets out what the panel does and does not establish, and anyone evaluating this should read it before the sales conversation rather than after.

The contracting path a program office can use today

Blue Rose holds GSA Schedule contract 47QTCA19D002X and is a TIPS-USA vendor. Its HUBZone and service-disabled veteran-owned certifications count toward federal small business goals, which matters to a contracting officer managing a socioeconomic target alongside a requirement.

Two acquisition notes make this concrete for a state or federal buyer. The micro-purchase threshold is $15,000 and the simplified acquisition threshold is $350,000, each effective October 1, 2025 under the FAR Council's inflation adjustment. A single unit sits under the first. A program of a few dozen units can sit under the second. A buyer who needs a pilot before a program of record can often start without a competition, and Blue Rose is the party who knows which of those paths fits a given office.

Neurova Labs does not hold a GSA schedule and does not contract directly with federal agencies for this program. That is the division of labor, stated plainly, because a buyer who learns it halfway through a procurement loses a month.

Rooms where this has already happened

Neurova Labs and Blue Rose shared booth 1900 at the 148th NGAUS General Conference and Exhibition in Indianapolis in August, where Neurova Academy was listed in the conference product directory. The two companies took the program to clinics and treatment centers at Behavioral Health Tech 2026 in Nashville in September, at booth 333.

Those rooms are decided by different people. A Guard leader decides if a program can run at the armory on the unit's own calendar. A clinic director decides if it fits between appointments without adding documentation. A federal program officer decides if an integrated package belongs in a pilot. Blue Rose has standing conversations with all three, which is the reason this partnership exists in the form it does.

Responsibilities on each side

Neurova Labs builds and maintains Neurova Academy, trains the trainers, and owns the science. Marc Ó Gríofa, MD, PhD, our Chief Medical Officer, signs off on every claim we make about the program. Blue Rose sells, contracts, delivers, certifies facilitators, and sustains the program in the field. iXpressGenes runs the laboratory work for organizations that include the panel.

A customer manages one relationship. One agreement, one price, one party accountable for delivery.

Starting a conversation

Program offices, clinics, and treatment centers can reach Todd A. Weiler, Chief Executive Officer, Blue Rose Consulting Group, at todd@bluerose-consulting.com. Organizations that want to talk to us first can reach Nathaniel Free at nathaniel.free@neurovalabs.com.

Neurova Academy is a general wellness and cognitive training program. It is not a medical device and is not offered to diagnose, treat, cure, or mitigate any disease or condition, including concussion, traumatic brain injury, or CTE. Outcomes described reflect observational pilot findings and individual experience, and are not a prediction of results for anyone else. Individual results vary. Laboratory testing provided by iXpressGenes, a CLIA-certified, CAP-accredited laboratory.
